So, NRC is the best way to evaluate a ceiling panel’s “quiet-ability”?

Unfortunately, it isn’t quite that simple. NRC has its limitations because it is an arithmetic average of only four (4) sound frequencies (at 250, 500, 100 & 2000 hertz). As a result two panels could have identical NRCs but very different performance capabilities.
